Building & Permitting staff review building plans and provide technical inspections to ensure every building project in the City conforms to the appropriate codes and regulations.

General Forms

Permit types include Residential and Commercial New Construction, Demolition, and Renovation. Single trades can qualify for Over the Counter permits, such as AC Changeouts, Plumbing, Electrical, Roofing, Windows, and some Fire System replacements.

Private Provider Information

Beginning July 1, 2026, Private Providers are to be registered with the City of Sarasota's Permitting Division prior to commencing work. Registrations can be submitted through the online portal by creating a login for the Private Provider. Registrations can also be submitted via email to CityPermits@sarasotafl.gov or delivered in person to our office. 

If you wish to use Private Providers, fill out these Private Provider Forms and Affidavit(PDF, 381KB) and submit them with your Private Provider Permit Application. 

Inspection requests and results are emailed to Inspection@sarasotafl.gov.

After the final inspections have been completed, the Certificate of Compliance must be submitted to permitting. This document can be emailed to CityPermits@sarasotafl.gov, uploaded in the online portal, or delivered to our office in person. 

 

Hurricane Related Permit Guide

Permit Requirements for Hurricane Repairs

  • For expedited review, permit applications related to hurricane damage are to be submitted online using the Hurricane/Storm Damage Application
    • We encourage all to submit permit applications electronically as this will allow for quicker review times and permit issuance. Paper applications are still accepted. They can be submitted in our office during normal business hours.
    • Historically, fees have been waived or reduced for storm related permits
  • The removal of drywall is allowed up to 4 feet in height from the finished floor to minimize the active growth of mold. The total square footage of removal is not limited. This activity will need to be part of the costs submitted for all homes in special flood hazard areas at the time of permit application. Commercial structures will require an Asbestos Survey to be submitted with the permit application prior to removal.
  • All electrical service repairs, roof repairs, and roof replacements may begin immediately. Electrical Contractors and Roofing Contractors will need to submit a permit application through the online portal to expedite the process.
  • Permits will be required for any repairs involving structural, mechanical, electrical, plumbing, and fire systems. 
  • Projects located in flood zones may be subject to additional requirements following substantial damage and substantial improvement under the National Flood Insurance Program.

Milestone Inspections

In conjunction with the FBC and its adoption of update requirements for milestone inspections, as of January 1, 2025, please use the link below for the necessary forms and instructions.

When submitting this information, please create a Building and Zoning permit application through our online portal. The 'Plans' on the application will be your milestone report. The contractor will be the engineer performing the inspection.

Registrations, insurances, and licenses can be sent to CityPermits@sarasotafl.gov

Note: Contractors and Specialty Tradespersons are subject to Local Business Tax Receipt if their business is operated from a location within the City of Sarasota City Limits. For most Contractors/Specialty Tradespersons, the cost is approximately $50.00 annually depending on your business location and classification.

State Certified Contractors

State Certified Contractors are required to register with the City of Sarasota and provide proper credentials to include: copy of Certified State License, proof of Certificate of Liability insurance and Workers’ Compensation Insurance or exemptions. There is no fee for Certified Contractors.

State Registered Contractors

State Registered Contractors are required to register with the City of Sarasota and provide credentials to include: copy of Registered License, copy of Letter of Reciprocity from Sarasota County, Copy of Certificate of Liability Insurance and Workers’ Compensation. Note that the signature on the Contractor’s Affidavit must be sworn and notarized. For convenience, City Staff includes a notary public with a fee. Contractors must renew their registration by October 1st every two years. Registration fee is $50.00.

Specialty Tradespersons

Specialty Tradespersons (anyone who performs work under contract within the City of Sarasota and whose trade or craft is not certified or registered by the State of Florida) are required to register prior to pulling a permit or performing work. This primarily affects landscape contractors, tree removal services, painters, drywall contractors, framing contractors and other skilled craftsmen and craftswomen whose trade is not registered with the State. Specialty Tradespersons must provide proof of liability insurance ($50,000 per person/$100,000 per occurrence), proof of Worker's Compensation Insurance (or an exemption by the State of Florida Waiver Form BCM 204). If you have taken a local examination and have received a competency card from your jurisdiction, please provide a copy of that card. The registration fee is $150.00 every 2 years. Specialty Tradespersons must renew their registration by October 1st every two years.

 

Building & Fire Board of Rules and Appeals

The Board of Rules and Appeals was established to:

  • hear appeals
  • approve alternative standards to various model building codes
  • certify contractors
  • hear and decide whether or not to suspend or revoke a contractor certificate of competency
  • deny issuance or renewal of certificates
  • to impose fines
  • deny the issuance of building permits for cause.

The Board consists of 9 members each possessing the specific technical and professional skills necessary to accomplish the work of the board. Meetings are generally held once per quarter in the Building Department Conference Room.
