City administrative offices will be closed Monday, Sept. 7, in observance of Labor Day.Regular Monday solid waste pick up will be postponed for residential customers. Monday collection will occur on Tuesday, and Tuesday collection will occur on Wednesday.
"Above the Nest" began as a finalist concept in the City’s call for artists for the 10th Street and Osprey Avenue mural project. During the Public Art Committee’s review, several concepts were identified as strong candidates for alternative sites, with this mural selected as the highest priority for relocation.
The substation building sits in the heart of Gillespie Park and serves as a small but important civic anchor for the neighborhood. Its location along Osprey Avenue connects directly to a corridor where osprey sightings are frequently observed, making the site an especially meaningful home for a nature‑inspired mural. Gillespie Park is a walkable, tree‑lined neighborhood where residents regularly enjoy the park and its natural surroundings, and the building’s exterior walls offer a canvas that integrates gently into the landscape. Installation of the mural is planned for later this summer.
"Above the Nest" is centered on Florida’s osprey population, a familiar presence throughout Gillespie Park. The scenic artwork uses a soft coastal palette of aquas, seafoam greens, sandy beiges, driftwood taupes, blush pinks, sky blues, and cloud whites designed to blend naturally with the landscape and the park’s relaxed atmosphere.
The mural highlights the family‑oriented nature of ospreys, known for strong pair bonds, returning to the same nesting sites year after year, and their attentive care for fledglings. These themes of continuity, belonging, and environmental harmony are reflected throughout the artwork’s composition.
Following neighborhood feedback, Rivard developed an updated design for the south‑facing wall, softening the tones and integrating the newly planted succulent garden.
