Hurricane Recovery Project Update

Project Description

Since Hurricanes Helene and Milton hit Sarasota, the majority of local businesses have reopened successfully. Residents have largely returned to their daily routines and tourism is rebounding, bringing visitors back to the City of Sarasota. Despite these positive developments, substantial repairs are still necessary, especially at waterfront parks and public facilities. Thank you for your continued patience as we work to restore Sarasota’s waterfronts, parks, and public amenities following Hurricanes Helene and Milton.

Why It Takes Time - And Why That Matters

We understand the community’s desire to see these spaces restored quickly. However, the City is committed to rebuilding safely, sustainably, and in full compliance with state and federal requirements. Here's why many of these recovery projects require careful sequencing:

  • FEMA Reimbursement Requirements
These projects are eligible for federal reimbursement through Federal Emergency Management Agency. To receive that funding, the City must follow a rigorous process that includes documentation, permitting, plan development, competitive procurement, and contract administration. Skipping or rushing steps can risk funding eligibility.
  • Environmental Protections
Many projects are located near Sarasota Bay or other sensitive coastal areas. We must obtain permits from state and federal agencies to ensure protections for seagrass, shorelines, manatees, sea turtles, and other natural resources.
  • Engineering and Plan Development
Finalizing detailed 100% construction plans ensures long-term resilience, Americans with Disabilities Act compliance, and public safety.
  • Competitive Bidding
Florida law and FEMA process require municipalities to advertise competitively and award construction contracts to ensure transparency and best value. While this process adds time, it ensures taxpayer funds are used wisely.
  • Seasonal & Market Constraints
Coastal construction must avoid environmental nesting seasons. In addition, specialized materials—like marine-grade fixtures and custom structural components—remain backlogged due to statewide demand.
